When a disk is configured with
<slice type='storage' offset='0' size='321'/>
it can't be resized with virDomainBlockResize:
$ virsh blockresize cdmig vda 100000000 error: Failed to resize block device 'vda' error: internal error: unable to execute QEMU command 'block_resize': Cannot resize fixed-size raw disks
This feature is needed for CNV to allow resizing the disks after non-shared-storage migration where they need to add a slice to ensure that the migration succeeds.
