'create' and 'enter' don't work when the SHELL environment variable is unset

      When the SHELL environment variable is unset the toolbox create and toolbox enter commands don't work.

      SHELL is supposed to get set during log-in. However, it looks like it's sometimes missing in Fedora CoreOS and Red Hat OpenShift Container Platform nodes under certain circumstances.
