We don't yet have an rhc-playbook-verifier package, but we can build and install an RPM from the upstream insights-ansible-playbook-verifier project. Do the following:

1. Provision a RHEL 9 system.
2. Obtain an insights-ansible-playbook-verifier RPM package. To do this, either download an RPM built by packit, or build an RPM from scratch.
3. Install the insights-ansible-playbook-verifier RPM package.

Then, update rhc-worker-playbook verifier to use the Python packages provided by this RPM, instead of calling the Python packages provided by insights-core.
