      Use GDAL to open GeoTIFF files or GeoPackage files

      Critical. GDAL is unusable. It has hardly any driver enables

      Please provide the package NVR for which the bug is seen:

      How reproducible is this bug?:

       

      Systematic

      Steps to reproduce

      1.  dnf install gdal
      2.  gdalinfo --formats  : only VRT and MEM are reported
      3.  ogrinfo --formats: only 6 formats are reported

      Expected results

      The default set of GDAL drivers should be available, and include dependencies like libtiff, libgeotiff, libsqlite3, libjson-c, libexpat, etc

      I've diagnosed the root of the issue to improper use of CMake build flags, as mentionned in https://bugzilla.redhat.com/show_bug.cgi?id=2376350#c6
