Goal

• Create separate fetch of LDAP defined zones and forwarding zones (objectclass=idnsZone, objectClass=idnsForwardZone)
• Add zones from that list into zonetable as soon after startup as possible 
•  ldap_syncrepl_watcher in ldap_helper.c should be modified.

Acceptance criteria

A list of verification conditions, successful functional tests, or expected outcomes in order to declare this story/task successfully completed.

• Verify named will respond with SERVFAIL, but with AA flag in dig, ASAP. For all zones enabled in ldap
• Verify named will respond with NOERROR when finished loading.
• Verify forwarding zones are configured before normal zone data are received.
