Close this ticket if the image is not part of UBI.

• Check that this image is built on ubi base image
• Ensure that the Dockerfile for the image has the correct EULA LABEL for UBI set up (eg. s2i-core)
• Double check that a ubi delivery repository has been created as part of one of the other subtasks and the repository was added to the Red Hat Universal Base Image product listing in Comet
• File a request to the RHELDST team to allow unauthenticated registry access for the repository.
