What were you trying to do that didn't work?
Installing the virtio-win drivers manually (using the installation wizard) in a Windows Server 2019 with German language doesn't work. Most devices are left without a driver after a reboot.
Trying to add the drivers manually int he device manager fails for some of them, for example I'm unable to install the VirtIO Ethernet adapter driver.
What is the impact of this issue to you?
Huge impact as customer is planning to migrate to OpenShift Virtualization Windows VMs with German language.

Steps to reproduce
- In OpenShift Virtualization 4.17, install a Windows Server 2016 with German language and virtio devices.
- Run virtio-win-guest-tools.exe from the ISO and accept all defaults.
Expected results
All virtio drivers installed. In Windows device manager, no device should be missing a driver.
Actual results
Many devices are missing drivers.
