Packages: virtio-win-1.9.44-0.el9_5 kernel-5.14.0-562.el9.x86_64 edk2-ovmf-20241117-2.el9.noarch swtpm-0.8.0-2.el9_4.x86_64 qemu-kvm-core-9.1.0-15.el9.x86_64 Reproduced Steps: Setup a German ws2019 server by "de_windows_server_2019_updated_aug_2019_x64_dvd_4f2b107a.iso" Run virtio-win-guest-tools.exe in the virtio-win-1.9.44-0.el9_5.iso and accept all defaults. Run virtio-win-gt-x64  in the virtio-win-1.9.44-0.el9_5.iso and accept all defaults. Expected results All virtio drivers installed. In Windows device manager, no device should be missing a driver.
