Description of problem：
All scripts are not executed and there is no firstboot log in win2019 guest after conversion

Steps:
1. Convert  a win2019 guests with multiple disks from VMware by virt-v2v and  and set static IPs for the guest during conversion

2.  Power on the guest after v2v conversion and wait for the guest to finish restarting
3.  Check the guest, found  drivers have been installed but all scripts are not executed and there is no firstboot log, check the system log found firstboot service fails to start
