Description of problem:
Windows guests sometimes fails to automatically restart to complete all scripts of firstboot  on MTV

MTV 2.8.0
OCP 4.18.9

How reproducible:
30%

Steps to Reproduce:
1. Migrate more than 8 windows guests from VMware on MTV

2. Power on the guests after migration at the same time

3. Check the guests after waiting for a while for guests to finish restarting to execute all scripts, found some windows guests fail to automatically restart to complete all scripts of firstboot, please refer to below screenshots

Actual results:

Expected results:
Fix the bug

Additional info:
Currently, the bug has not been encountered on rhel 9
