      Description of problem:

Customer has multiple Ubuntu 18.04 VMs (look to be cloned and identical) that fail to boot after migration from VM.

      It fails to boot with:

      SeaBIOS (version 1.16.3-2.el9_4.1)

Customer has converted other Ubuntu 18.04 VMs without issue so there appears to be something unique to these VMs preventing a successful boot.
