Upgrade requires a manual step. Our automation stops processing.

Steps to reproduce
- Run leapp in live mode
# leapp upgrade –target 9.7 --enable-experimental-feature livemode --no-rhsm
- Create a file /root/tmp_leapp_py3/.leapp_upgrade_failed, can be empty
- Reboot
