Even after modify, non-matching rule is fired again when modified facts are provided by "from"

The issue happens when a rule modifies a fact provided from "from" clause. This is relatively an edge case but we consider this is critical because this is a core engine issue. So filed a RHDM JIRA even though this is not linked to a customer case.
