Localization enablement text doesn't make it known that the default value there is second in priority to the browser detected language

      Actual results:

      The doc 15.1 procedure includes defaultLocale: en # Optional. Defaults to en if not specified.
      but further in the doc (15.2.1), it mentions that the browser language setting is first in priority, the default setting in the app-config is second, and third is EN. It's not clear from the config fragment that the default value will lose to the browser setting. Once enabled, would their browser language setting affect the log in page, or anything prior to auth? I wasn't able to get the config file or the browser language setting to control the initial language selection, but maybe I needed to clean the environment better before attempts.

      Expected results:

      Update fragment text or consider if the default priority flows are matching user expectation. See row 7 above.
