Document CVE updates of GitOps 1.7.1, 1.6.4, and 1.5.9 and add a new entry in 1.7.0 RN

The issue is created to cover CVEs for GitOps 1.7.1, 1.6.4, and 1.5.9, based on the following 3 Erratas:

Planning to create 2 PRs:

• One covering CVEs for 1.6.4 and 1.5.9 releases and will be cherrypicked to enterprise 4.8 and later versions
• Other one covering CVEs for 1.7.1 release and will be cherrypicked to enterprise 4.11 and later versions
