[Docs] Missing GitOps 1.7 in documentation for 4.10 and older

      Description of problem:

      As per the OpenShift GitOps release notes in the OCP 4.11 documentation, GitOps version 1.7 is supported in OCP 4.8 to 4.11 [1], but that version is missing in the documentation for OCP 4.10 and older.
