CodeReady Workspaces cannot be deployed to the openshift-workspaces namespace for OSD and ROSA. They can use any namespace except that one.
The OSD docs team is updating their docs to the degree that they document it (preview:
https://deploy-preview-35284--osdocs.netlify.app/openshift-rosa/latest/adding_service_cluster/rosa-available-services.html).
