Target namespace on OSD and ROSA

CodeReady Workspaces cannot be deployed to the openshift-workspaces namespace for OSD and ROSA. They can use any namespace except that one.

The OSD docs team is updating their docs to the degree that they document it (preview:

Check with the product team to figure out what other namespace can be recommended, or if other ways to resolve this exist.
