Update the RNs to reflect CodeReady Studio version 12.17.

• Bump up the versions in attributes
• Update paths that link to jira boards so that they lead to fix CRS 12.17 and JBoss Tools 4.17.0.
• Contact SME/QA to collect notable known issues/deprecated functionality/enchancements/new features that should be highlighted in the RNs

FYI, all master jobs for JBoss Tools / CRStudio have been updated to use Java11 from now. We probably should also announce the future Java15 as it's scheduled for September. Support for Java15 will most likely be added for CRS 12.18. Consult with SME if this should be announced as tech preview.
