Driven by outcomes in RHCLOUD-44384
Should we move forward with enabling log compaction only on the HBI outbox topic, Kessel would need to emit tombstone events for hosts that are deleted during replication. This ensures compaction properly removes events for a host ID from the topic, including the tombstone event to keep storage and event history clean. If the outcome in RHCLOUD-44384 is to keep some form of delete cleanup policy along with compaction, then we will not need this feature.
