This issue covers notification in chat platforms: Slack, Microsoft Teams, and Google Chat.

Acceptance criteria:

When an event is submitted to Notifications through Kafka or the Notifications gateway (test both if possible) with a known severity, the severity is indicated in the message with an icon and text.
When an event is submitted to Notifications through Kafka or the Notifications gateway (test both if possible) with no severity, the event is not rejected and severity is not displayed in the message.
When an event is submitted to Notifications through Kafka or the Notifications gateway (test both if possible) with an unknown severity, the event is not rejected and severity is not displayed in the message.
