This ticket can be started in Q3 if we have time, or will likely be done in Q4 otherwise. It's low priority compared to the other stories from RHCLOUD-37873.

Once RHCLOUD-41540 is done and users can subscribe to event types with an optional minimal severity, we'll need to update our instant notifications (email and drawer) logic to make sure we're honoring the User Preferences settings.

Acceptance criteria:

• This enhancement must be disabled by default and enabled with an Unleash feature toggle. Include the org ID in the Unleash context so that we can only enable the toggle for internal orgs at first.
• The severity of each event must be used while determining which users should be notified about that event before sending any instant email or drawer notifications.
• Update the unit tests.
