This serves as a starting point to created the standalone Inventory Resource Consumer for potential use if approved in the DDR

Initial Goals:

• Create a temporary repo
• Base code implementation leveraging existing code and logic to consume from a topic and process events by creating resources with inventory api
• basic tests
• basic make targets and build capablilties (local binary, docker file)
• basic metrics server
• Deployment manifests for ephemeral/stage (leverage clowder)
