Dark mode support for Hybrid Cloud Console, to include services work and FEC work, testing updates, and docs updates

Acceptance Criteria 

These conditions must be met for the epic to be considered complete. This provides a detailed definition of scope and the expected outcomes, written from a user's point of view.

A user accessing the HCC:

1. Initially gets a dark mode OR light mode experience, chosen automatically according to their system or browser settings
2. Is able to toggle dark mode / light mode for the duration of their session with ≤2 clicks
3. Is able to specify a persistent setting (always dark | always light | system setting) from their user preferences
4. Does not change their persistent setting by operating the in-session toggle

For grins, I threw stage into dark mode via dev tools. It seems we get quite a bit for free just by having done a bunch of PF6 work. As of June 6 2025, none of the widgets responded; I don't know off hand whether that's down to incomplete PF6 work, to the presence of charts / images, or some combination. Here's what I got, anyway.
