1. Dark mode toggle in the UI to switch between light/dark theming (design needed)
   1. Should support both PF5 and PF6 (and future PF6 versions)
2. Support for persisting the user preference across sessions (via chrome-service user identity metadata object)
3. Extensive testing in the UI prior to release (using gradual rollout)
4. Automated test coverage of feature
