The links in the MS teams notification doesn't work

      The links included in the MS teams notification are broken

      Background: Notifications uses some relatively simple logic based on bundle and app names to guess at URLs that should be provided for the application, and a specific inventory item. This is currently implemented in InsightsUrlsBuilder, generating an appiication_url and inventory_url.

      However, this doesn't always work as expected. For example, we currently generate the application URL for Resource Optimization as `/insights/resource-optimization`. But this is a dead link, and it should actually should be `/insights/ros`. There's no obvious information in current notifications payloads to help us determine this, so we have to guess at them. Some application URLs will be hardcoded in RHCLOUD-28663, but that's not a sustainable solution.

      Preferred technical solution: tenants can provide us with a base URL (or URLs) at a known field in the payload, so we can consistently build correct URLs.
