If the cleaner job fails, we won't notice it unless we take a look at the pods in OpenShift.

We need that to be automatically detected with a Prometheus alert that will notify us in Slack.

Acceptance criteria:

• A Payload tracker cleaner job failure triggers an alert that sends a notification in Slack.
