NOTE: Kessel services are currently not in scope for MVP, so this should not block the overall IoP PostgreSQL version consolidation, however should be included in version bumps moving forward as to better align for GA.

As perADR-061: Make PostgreSQL versions consistent for all Insights on-premise services the services included in self-hosted Insights are going to be coordinated to use standardized version of PostgreSQL. In addition, all platform services (even those excluded from self-hosted Insights) should follow this process.
