As per ADR-061: Make PostgreSQL versions consistent for all Insights on-premise services the services included in self-hosted Insights are going to be coordinated to use standardized version of PostgreSQL. In addition, all platform services (even those excluded from self-hosted Insights) should follow this process.

As the first step, upgrade the service database in commercial stage and prod environments to version 16.4.
