We watch some resources we create and reconcile / pod restart if they change. Basically, everything we present in cdappconfig needs to be watched so we can trigger reconciliation. Right now things like RDS Secret, Kafka CA cert, etc aren't watched.

Part of this ticket is determining all of the resources we need to watch. RDS Secret and Kafka CA Cert are part of it, but we need to look at everything in cdappconfig and then figure out where the gaps are.

Definition of done: Reconciliations occur if any resource changes that is presented to the app via cdappconfig.
