In accordance with HCC ticket submission process I am opening this epic to track a request to alter the OCM left navigation.

OCM designers are adding a new navigation path to OCM left navigation.

Essentially we are changing the position of the "Overview" nav item and adding an item called "Dashboard"

Acceptance Criteria 

These conditions must be met for the epic to be considered complete. This provides a detailed definition of scope and the expected outcomes, written from a user's point of view.

1. Review requested changes across navigation MRs ( https://github.com/RedHatInsights/chrome-service-backend/pulls?q=is%3Aopen+is%3Apr+HAC-4850 )
2. Merge changes ahead of Dashboard changes promotion production (https://gitlab.cee.redhat.com/service/uhc-portal/-/merge_requests/4828) 
3. Merge changes on November 16th, 2023 between 9am-6pm PST. Please reach out to rbrunopi before merge, so we can also merge out changes to prod-stable.
4. Ensure left navigation matches new navigation changes for our production (beta & stable) environment.
