Expose Metrics for HCP KAPI

2. What is the nature and description of the request?

Request is for hypershift to monitor api endpoints (which it already does) and expose the availability and latency of them as metrics.

3. Why does the customer need this? (List the business requirements here)

HCP offerings must monitor customer api endpoint availability for SLA. Rosa HCP already utilizes an external tool ([route-monitor-operator](https://github.com/openshift/route-monitor-operator)) just to do this.
