[Observability] Data Plane to Control Plane Connectivity Condition for Hosted Control Planes

      Feature Description

      This feature adds the ControlPlaneConnectionAvailable condition to HostedCluster resources to track connectivity from the data plane to the control plane. This complements the DataPlaneConnectionAvailable condition introduced in OCPSTRAT-1611 (OpenShift 4.21), providing complete bidirectional connectivity monitoring for Hosted Control Planes.
