      Extend Geneve overlay networks cross clusters without using BGP-evpn - local and remote ips of the tunnel

      1. What is the nature and description of the request?

      Customer is looking to connect 2 Openshift clusters overlay networks and create shared layer2 network across clusters. They would like to achieve this without constructing a BGP-EVPN tunnel

      They would also like to share ipam functionality cross cluster or at least use an external ipam

      This request seems related to -> https://issues.redhat.com/browse/CORENET-5912 except we are looking for 2 private environment connectivity

      1. Why does the customer need this? (List the business requirements here)

      Customer would like to avoid using BGP-EVPN to remove operational overhead with their networking team.
