openshift-gitops: include the Argo CD Image Updater

What is the nature and description of the request?

make it possible to have the Argo CD Image Updater deployed alongside the openshift-gitops operator

Why does the customer need this? (List the business requirements here)

need a way to facilitate the automatic rollout of new applications updates, managed by Argo CD, by automatically updating the container image tags when new ones become available in the registry
