Allow exposing metrics from CR resources

2. What is the nature and description of the request?

As an SRE working on managed OpenShift, I want to be enabled to expose metrics from CR objects and their states. 

We currently run our own service that exposes metrics from CR states, but we would like to deprecate this for an upstream approach.

Kubernetes already implements this in kube-state-metrics: here, but this is not configurable in OpenShift.

Managed OpenShift SRE requiring enhanced observability on various CR objects for our observability and alerting.
