Add additional configuration to the sos.conf file in the support-tools image

2. What is the nature and description of the request?

Change the default configuration of the sos report tool in the support-tools image to include the plugins and options required for collecting all the information for OpenShift cases.

In the solutions for collecting sosreports in OpenShift 4, the following command is recommended:

sos report -e openshift -k crio.all=on -k crio.logs=on  -k podman.all=on -k podman.logs=on --all-logs

Consider also adding the option "--plugin-timeout=600" by default to increase plugin timeouts.

3. Why does the customer need this? (List the business requirements here)

This request is to avoid additional requests of sosreports when they are not properly collected the first time, which also will save time.
