The argocd CLI tool should have an official download link on the above referenced page. It is currently only available via https://developers.redhat.com/content-gateway/rest/browse/pub/openshift-v4/clients/openshift-gitops/latest/

Discoverability of argocd in the same place all other auxiliary CLI tools are published to.
