Goal
Add Argo CD CLI which is a component of OpenShift GitOps to the "Command-line interface (CLI) tools" section of the downloads page

Background
The Argo CD CLI is one of the main ways for interacting with Argo CD when customers use OpenShift GitOps.

Requirements

• Add a new line item for OpenShift GitOps {argocd}cli to the "Command-line interface (CLI) tools" section.

• Entry title: Argo CD command-line interface for OpenShift GitOps (argocd)
• Entry description: Manage applications on Argo CD from the command line using the Argo CD CLI for OpenShift GitOps
• Content gateway link: https://developers.redhat.com/content-gateway/rest/browse/pub/openshift-v4/clients/openshift-gitops/latest/
• Download should be available for Linux, mac and windows , as stated in the docs.
