Quay repo mirroring apart from tag wildcarding should also provide filters based on repo wildcarding.

1. What is the nature and description of the request?

The goal is that quay can be configured to mirror using repository wildcarding and not just tag wildcarding. So for example if you have images:
1. myquay.io/a/b/c/d:1
2. myquay.io/a/b/F/e:2
3. myquay.io/a/M/n/o:3
4. myquay.io/b/M/z/o:3

Then if I configure quay mirroring with:
myquay.io/a/ it would mirror images 1, 2, and 3.

Then if I configure quay mirroring with:
myquay.io/b/ it would only mirror image 4.

If I configure quay mirroring with myquay.io/* it would mirror images 1,2,3,and 4.

Customer has many images organized in multiple repos. They want to mirror those images in one click without having to manually configure one mirroring rule for each repo they want to mirror.
