      1. Proposed title of this feature request
"The quay container should additionally be built for aarch64 architecture"

      2. What is the nature and description of the request?
The quay service is provided by 3 containers: postgresql, redis and quay itself. The former 2 are also available for aarch64, but not the 3rd one.

      3. Why does the customer need this? (List the business requirements here)
ARM is gaining interest, i.e. https://www.redhat.com/en/blog/explore-new-datacenter-options-red-hat-enterprise-linux-and-arm quotes that big cloud providers offer compute power cheaper on ARM than on x86 cpus.
Also on the desktop when developing, when running Applesilicon (with MacOSX or Asahi Linux), having quay/aarch64 builds allows us to run a registry service virtualized.

      4. List any affected packages or components.
Quay container image, i.e. the image hosted at registry.redhat.io/quay/quay-rhel8:v3.11.1
