      Enable and Disable log collection and forwarding on demand / ad-hoc

      2. What is the nature and description of the request?

      In telco environments, the continuous aggregation of logs is not required at all times.

      This request is for the implementation of a flag on the Cluster Logging Operator to enable or disable on demand the collection and forwarding of the logs. When the flag is set to enabled, it is expected that the underlying collector and forwarder will push all logs, based on the retention policy set on each log source, or resume operation from the last point.

      This RFE does NOT change the types of logs that Logging collects and aggregates, nor is covering requirements set by Red Hat’s support teams for Customer Support cases tickets (e.g. must-gather, sos-report, etc)

      3. Why does the customer need this? (List the business requirements here)

      Disabling by default log collection and forwarding will reserve network bandwidth and compute resources at edge. The implementation of the flag will allow enabling the log collector/forwarder without configuring it from scratch, which is the current workaround used. The same thing applies vice versa, the flag will be used instead of removing any configuration on the cluster.
