Implement credentials template for Helm chart repositories

2. What is the nature and description of the request?
In the current version of OpenShift GitOps you can only use a credentials template for Git repositories. It would be convenient to also be able to use a credentials template for Helm chart repositories in situations where you host multiple Helm chart repositories in a single server that can be accessed by the same user.

3. Why does the customer need this? (List the business requirements here)
When you have multiple Helm chart repositories in a single server it's easier to configure a single credentials template than multiple Helm repositories. It's easier to maintain and reduces the chances for errors.
