Physical control plane nodes to hosted control plane transition

2. What is the nature and description of the request?

In today's Telco Core and Edge environments, customers are required to run three nodes for hosting the OpenShift control plane components. More often than not, these nodes are physical and usually end up over-dimensioned, which translates to wasted resources.

It would be great to be able to transition from such deployments to hosted control planes without having to re-provision the cluster.
