Add gcp-extra-labels on OpenShift provisioned resources on google cloud

2. What is the nature and description of the request?
Currently , google adds "kubernetes-io-cluster-${var.cluster_id}" = "owned"" label on OpenShift provisioned vms on cloud , Customer would like to pass extra labels to this vms through OpenShift .

For example: If they want to add "cluster: CLUSTER_NAME" on OpenShift provisioned infrastructure on gcp, would like to achieve this during installation of cluster and after creating cluster when provisioning additional nodes

3. Why does the customer need this? (List the business requirements here)

Like to add custom labels on OpenShift provisioned resources for gcp so that they can track all the resources specific to each cluster from RedHat Cost management solution
