Fully Support Quay with IBM Cloud Object Storage

    Description

      As a quay admin I want to be rely on official support from Red Hat to use Quay with IBM COS. This is currently not the case and known issues exists when upload container with large image layers, >8GB on IBM cloud COS object storage.
