Quay 3.6.0 push image was failed when backend storage is IBM COS and single layer is more than 10GB

      Description:

      This is an issue found when push image to quay 3.6.0, and the quay was deployed with backend storage as IBM COS, the single layer of image size is more than 10GB, see the below output.

      Note: Quay image is "quay-operator-bundle-container-v3.6.0-48"
