Hosted Control Plane support in VMware

1. Proposed title of this feature request:
VMware compatability with compact cluster spoke clusters

2. What is the nature and description of the request?
Add compact cluster spoke cluster compatibility for VMware

3. Why it is needed? (List the business requirements here):
Being able to provision clusters on already implemented hw resources located in VMware in addition to adding flexibility. This is possible today by preparing the VM's and deploying as per bare metal process. However doing this removes a lot of the automation that comes with OpenShift.
