[RHOCP 4.11] Increase the maximum number of CRDs

>>>> Update maximum CRD count supported in OCP 

2. What is the nature and description of the request?
>>>> Currently OCP supports 512 CRDS in cluster. When the number goes beyond the supported number, there is performance issue with OCP apiserver and oc CLI.

Request is to upgrade the maximum CRD count in cluster.

3. Why does the customer need this? (List the business requirements here)

>>>> To have stable apiserver,cli performance in case of high number of CRDs(such as 1000+ CRDs).
