Add `--skip-hash-check=true` to the ETCD recovery pod

2. What is the nature and description of the request?

Add `--skip-hash-check=true` to the ETCD recovery pod to be able to recover not only from the snapshot file, but from `db` file as well.

3. Why does the customer need this? (List the business requirements here)

In some occasions the customer doesn't have valid snapshot file, however, is able to recover the DB from the ETCD hosts. Unfortunately, the ETCD recovery pod will not successfully recover if the db file is provide. Hence the fix.
